The North West Regional Hub committee is proud to be the first and longest-serving ARL Regional Hub, and we remain committed to delivering our 2025 manifesto, built around our guiding principle—‘advancing regional excellence’.

Our aim is to support the continued growth and success of Build to Rent (BtR) in the North West by:

  • Highlighting the role of BtR in meeting housing needs.
  • Providing support to members in achieving operational and financial success.
  • Building a strong community that strengthens the region’s reputation both nationally and internationally.

A Growing Rental Market in the North West

The North West rental market, particularly in Liverpool and Manchester, continues to see steady growth, with demand fuelled by young professionals and graduates attracted to the region’s employment opportunities and cultural offer. Both cities have played an important role in shaping regional BtR, and we hope to see further innovation and progress.

With renter reform on the horizon, the sector is adapting to change. Tenant expectations, technology, community engagement, and operational efficiency will remain key priorities. If BtR continues to be delivered to a high standard, these reforms could bring positive outcomes by offering renters greater flexibility and choice.

Manchester’s Build to Rent Market

Manchester remains one of the UK’s most active cities for BtR, with rental prices projected to grow by around 4% annually until 2027. Demand for high-quality rental homes continues to rise, and with ongoing development and investment, the city is well-positioned to support further growth.

As of April 2024, the average monthly rent in Manchester reached £1,205, a 12.2% increase from the previous year, reflecting the market’s resilience.

Liverpool’s Build to Rent Progress

Liverpool is also seeing more BtR development, adding to the region’s strong rental market. Well-established schemes such as The Keel, Baltic Yard, Apo, The James, and Pall Mall Press continue to perform well, and larger regeneration projects, including Liverpool Waters, will help deliver up to 9,000 new homes, many of which will be BtR. These investments are set to contribute positively to the city’s ongoing growth.

Regional Rental Market Trends

Across the North West, rental market trends reflect the wider national picture. As of January 2025, the average rent in England stood at £1,375, an 8.8% increase from the previous year.

What’s Ahead for 2025

The North West Hub has a busy year planned, with a range of events aimed at sharing best practice, strengthening networks, and supporting industry collaboration. Key activities include:

  • A two-day study tour in Liverpool this July
  • Educational and networking events throughout the year
  • Regular engagement with local government, including discussions with council representatives and planning bodies
  • Collaboration with industry partners to help shape the conversation around BtR in the region
