ARL response to Labour’s launch of NPPF review
The ARL welcomes today’s announcement of plans for a revised National Planning Policy Framework (NPPF) by the Secretary of State for Housing, Communities and Local Government, Angela Rayner, particularly applauding that the Government will be doing more to support mixed tenure sites including build to rent – a sector that has the potential to deliver around 2 million additional homes across the UK. As the body representing the BTR sector, the ARL acknowledges that this is a positive announcement, but need the Government to help the sector deliver, and much more is needed.
We have long called for improvements to, and investment in, planning in order to deliver the new homes which are in such great demand and welcome the government’s first explicit recognition of the role that build to rent can play, especially in terms of community creation and pace of delivery.
The UK BTR sector has delivered 115,000 completed homes to date yet the growth potential is vast. As stated by Savills, should the UK adopt a similar level of institutional ownership as in established markets such as Germany and the USA, institutions would own between 2.1 and 2.4 million PRS homes.
The ARL will continue its calls on government and policymakers for recognition of BTR as a sector that delivers quality homes and service to customers and acts as a catalyst for regeneration and community creation; targets for purpose-built rental homes within local authority housing targets as part of a mixed-tenure approach that delivers homes for all and fiscal measures that encourage investment in purpose-built, professionally managed rental homes, such as the re-instatement of Multiple Dwellings Relief on SDLT for BTR schemes.
The ARL welcomes the Government’s commitment to a long-term housing strategy and stands ready to work together on the future development of BTR, as part of the revised NPPF, as a means of increasing housing supply with good quality homes that put the customer at the heart of the development.
